105-Unit Townhome Plan for Former Chesterfield Mall Advances After Unanimous Committee Votes
A 105-unit townhome development on the former Chesterfield Mall site advanced to the City Council on April 21 after receiving unanimous approval from both the Planning Commission (8-0) and the Planning & Public Works Committee (4-0).
The site development plan covers Lot 3B, a 16.82-acre parcel east of Chesterfield Parkway West and west of Chesterfield Center. It is the first detailed residential site plan within the $2 billion Downtown Chesterfield redevelopment to reach council for final review.
The project calls for 22 buildings with eight model types varying in height, finished in a mix of brick, stone, board and batten siding, lap siding, and stucco. Three new road extensions — Park Circle Drive, Burkhardt Place, and Vista Place — will thread through the development, with Vista Place connecting to the upper mall area. A signalized intersection is planned at Burkhardt Place, and a roundabout will serve the broader site.
Senior Planner Alyssa Ahner told the Planning Commission during its earlier review that the development includes retaining walls along Chesterfield Parkway ranging from 1 to 5 feet, with the largest on-site wall reaching 20 feet due to grade changes.
Both committees recommended approval with conditions. The Architectural Review Board had already forwarded the plans with a 6-0 vote in February, requiring color and material samples for staff review and additional landscape detail for the northeast hillside.
The council's final vote on the plan has not yet been confirmed in published minutes.
At the same April 21 meeting, City Administrator Mike Geisel recommended a $300,000 budget amendment after The Staenberg Group conveyed the payment to the city for the "Grand Entry" project. That multi-modal connection carries an estimated $6 million total cost and a target completion around 2029. The city will handle design and construction.
Mass grading on the broader Downtown Chesterfield site has been underway since the concept plan was approved in December 2024. The Planning Commission allocated housing density specifically to Lots 3B and 3C in a 9-0 vote on February 9, setting the stage for this detailed site plan.
