St. Louis County water customers, including households and businesses across Chesterfield Valley, could pay about $23 more per month if Missouri American Water's latest rate request is approved.

The company filed with the Missouri Public Service Commission on July 1, seeking new rates to support approximately $1.6 billion in water and wastewater system investments. The estimate assumes average residential usage of 5,900 gallons per month. Because the MoPSC review process can take up to 11 months, new rates could take effect as early as June 2027.

The filing lands during a period of intense pressure on Midwest ratepayers. A report released Tuesday, July 15, by consumer advocacy group PowerLines found that utilities nationwide requested more than $18 billion in rate hikes during the first half of 2026. The Midwest is bearing the heaviest per-customer burden of any U.S. region: $2.7 billion in requests spread across about 14 million customers, roughly $193 per person. Nationally, one in six American households is already behind on utility bills, according to the National Energy Assistance Directors Association.

History suggests the Missouri American Water increase has a strong chance of surviving the MoPSC review. PowerLines found that only two of 83 utility rate requests were denied outright in 2025, and regulators approved 58% of the total costs utilities sought from 2023 through 2024. That track record means Chesterfield Valley residents and business owners should plan for at least a portion of the $23 increase to stick.

On the electric and gas side, there is some relief. Ameren Missouri, the primary provider for the valley and the greater St. Louis area, has no rate increase pending before the MoPSC. Its most recent changes took effect June 1, 2025, for electric service and September 1, 2025, for natural gas, making the Missouri American Water case the only active local rate pressure for now.
