Why the seat was open
District 110 covers parts of Wildwood and Eureka in western St. Louis County. Republican Justin Sparks held the seat after first winning election in 2022. Sparks resigned in November 2025 to take a job with the U.S. Department of Homeland Security (DHS), St. Louis Public Radio reported.
Sparks, a former St. Louis County Police officer and member of the Missouri Freedom Caucus, wrote in a resignation letter posted on Facebook that his "entire professional life has been one of service and that will continue as I join the Department of Homeland Security …".
What Stephens says he'll prioritize
Stephens, who works as general manager of ICON Window Cleaning, was unavailable for comment on election night, the Leader reported. He had previously said he would "be a strong advocate for our community in the budget process," according to the Leader. He also pledged to push property tax reforms, hold regular town hall meetings and pursue what he called pro-business, pro-family policies.
The Leader’s election report did not include a comment from Heinrich.
Wildwood turnout
Wildwood City Hall was described on X as St. Louis County's busiest polling site on Election Day. Official precinct-level turnout figures have not confirmed that claim.
The District 110 result stands in contrast to other western St. Louis County statehouse races. As we reported Wednesday, Nov. 4, Democrats flipped two nearby House seats on the same night. In District 110, Stephens held the seat for Republicans by just over two points.
